'there is neither male nor female' refers to those in Christ. The message is, now, that they are no longer under the O.T./Mosaic/ten commandments and have come onto spiritual awareness and Christ: men and women are equal. The message here is that this was a new development brought about when women became Christian. The message is that before this event men and women were not equal.

"O.T. times" referred to nations who were ruled according to O.T./Mosaic ideas, ideals and law. It does not refer to other past nations.

The reason a lot of places over in Europe are suffering is because they have forced society to admit female leaders.
