Rom. 9:15-16;, 11:32 apply to exclusively to God's Elect, His Vessels of Mercy Rom. 9:23.
However, the vessels of wrath God prepared to be destroyed.
Rom. 9:22-23
22 What if God, willing to shew his wrath, and to make his power known, endured with much longsuffering the vessels of wrath fitted to destruction:
23 And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory.
As The Supreme Being, God has Purposed this within Himself.
Eph. 1:9-11
9 Having made known unto us the mystery of his will, according to his good pleasure which he hath purposed in himself:
10 That in the dispensation of the fulness of times he might gather together in one all things in Christ, both which are in heaven, and which are on earth; even in him:
