Basic Principles of Genesis 1 Cosmology (origins)
1, the text has section titles. When torah was memorized, the students were to start at the section title prompted by the teacher and go to the next. The section titles are not action in the story. The action comes in the next line, although many times there is setting rather than action. Examples:

2:4
5:1
6:9
10:1
11:10
25:12
25:19
36:1
37:2
So there is often: section title,
setting,
new action
