I believe he's only been the envoy since 2016. But he's had various positions in government service since 1996, in addition to his other activities.
He's been teaching there since 1999. Before that he was a first professor at Princeton for six years. He's a Distinguished Professor of Energy and chairs the Energy and Resources Group for graduate studies at Berkley. He got his Bachelor's from Cornell in physics and his Doctorate from Harvard. He worked on an Intergovernmental Panel on Climate Change that won the 2007 Nobel for its report that year on climate change.
He's been critical of this administration, noting that Trump ceded leadership on the Paris accord and, speaking to the Cal Alumni Association he said:
“Our research indicates that investing in solar and wind power yields two to five times the jobs that a similar investment would produce in the fossil fuel sector. The irony is that Trump’s rescinding of the Clean Power Plan is going to hit the Midwestern red states the hardest. The rule would’ve cut greenhouse gas emissions by a third by 2025 and established an $8 billion fund to support clean-up jobs and other benefits for affected states. That would’ve provided a lot of economic opportunity for poor and struggling red state communities.”
Of course he's going to paint a pretty picture of green energy and the benefits. The reality seems to be that it makes no measurable difference and is a huge waste of money. Cut by a third by 2025? Sounds a little far fetched

Indeed ... which makes the Republican party THAT much more reprehensible. They KNOW how dangerous Trump is and have the power to remove him. Yet they have decided to put politics above doing what is necessary to keep our country safe and healthy.
