Are you talking spiritual gifts? We don't get those today.
To receive the Holy Spirit as a seal and guarantee, 2 Cor. 1:22, we need to be added to the church that Jesus purchased with his blood.
Here it says if we are baptized we will receive the gift of the Holy Spirit.
Acts 2:38 And Peter said unto them, Repent ye, and be baptized every one of you in the name of Jesus Christ unto the remission of your sins; and ye shall receive the gift of the Holy Spirit.
Here we see THOSE WHO believed were baptized and added.
Acts 2:41 They then that received his word were baptized: and there were added unto them in that day about three thousand souls.
It has to do with the laity - clergy teaching.
