The 10 tribes from the North never returned from Assyria. God divorced them, and they were still scattered in the days of Jesus.

There was always 12 tribes.
However, they were divided into two houses.
The OT tells us that one day the two houses would be joined back together when the NC was made.
As of Luke 2 (the days of Anna of Aser)the two tribes had not been joined together because the NC hadn't been made yet.
This isn't hard to understand unless you try to make the Bible fit Darby's false teachings.

Rom 11 tells us the remnant contained 7,000.
7,000 out of millions. Therefore, it was the "vast majority" that was scattered, divorced from God, and told they were not a people.

God concluded them all in unbelief.
