The law should be simple - not complex and tens of thousands of pages long as your approach would lead to.
Further, your proposed law would have the opposite of its implied intent (i.e. the implied intent is to cause less harm) because it would eliminate coal fired power production altogether, dramatically increasing the cost of power production while also decreasing it's reliability, leading to all kinds of unintended consequences that effect everyone not just the people who are too stupid to either move away from Mercury contaminated areas or simply avoid ingesting contaminated food sources, particularly while pregnant.
