In the first century, this was a description of the Jewish missionaries "being a light unto the Gentiles".

Note how the Jewish missionaries put their Gentile proselytes under ever more legalistic bondage to an ever more burdensome LAW that the Pharisees had created by the time Jesus arrived.
Nothing much has changed in 2,000 years. The Jews were a stumbling-block to having a relationship with the Creator.
