The actual report says exactly what the Zero Hedge article says. It just says it in bureaucratese which is always hard to understand. The WHO notice says that if someone is tested at low cycle threshold and tests positive they have an actual infection with lots of virus activity. Then they go on to say a high cycle threshold will detect very low amounts of virus activity. However, It's been proven in the field that high cycle thresholds will actually pick up virus material which is not even a complete virus. It will pick up virus material from viruses that have been killed by the immune system, rhinoviruses, etc.... High cycle thresholds have been proven to return 97% false positives.
The guy who invented the PCR test said it was not to be used as a diagnostic test.
