Ps 32:2

2Blessed is the man unto whom the Lord imputeth not iniquity, and in whose spirit there is no guile.

Rom 4:8

8 Blessed is the man to whom the Lord will not impute sin.

Im going to tell you exactly who they are, they are everyone for whom Christ died. Any sinner for whom Christ died for their sins 1 Cor 15:3 their sins arent and cannot be charged to them. Why ? Because they have been charged to Christ. Christ couldnt have died for ones sins if they had not been charged/imputed to Him, hence Gods Justice and Righteousness pronounces blessed all for whom He died because their sins cant be recharged upon them.

They are also Gods Elect that no one including God can lay a charge against Rom 8:33

33Who shall lay any thing to the charge of God's elect? It is God that justifieth.

Now Vs 34 gives us a reason why it cant be done by God or anyone else,

34 Who is he that condemneth? It is Christ that died, yea rather, that is risen again, who is even at the right hand of God, who also maketh intercession for us.

Because Christ died for their sins which had been charged/imputed Him, so they cannot be charged for them nor condemned for them, what blessedness !

And since God or no one else can lay any charge against them, God Justifies them based upon that fact, hence we read of them God doesnt impute sin these words Rom 8:33

33 Who shall lay any thing to the charge of God's elect? It is God that justifieth.

Thats part of the blessedness of those Christ died for and who God doesnt impute sin/iniquity !

GOD IMPUTES SIN. YOU SAY! what a dope you are. Did you not know that God hates evil

God hates sin because it is the very antithesis of His nature. The psalmist describes God’s hatred of sin this way: “For You are not a God who takes pleasure in wickedness; no evil dwells with You” (Psalm 5:4). God hates sin because He is holy; holiness is the most exalted of all His attributes (Isaiah 6:3; Revelation 6:8). His holiness totally saturates His being. His holiness epitomizes His moral perfection and His absolute freedom from blemish of any kind (Psalm 89:35; 92:15; Romans 9:14) (https://www.gotquestions.org/God-hate-sin.html).

AND HERE YOU ARE SAYING THAT GOD DOES EXACTLY WHAT HE HATES. SHAME ON YOU

The blessed ones are the ones that have heard the Gospel and believe it.

"For unto us was the Gospel preached (the believers) as well as unto them (unbelievers) but the word preached did not profit them (the unbelievers) not being mixed with faith in them that heard it" Hebrews 4:2.

Paul also said, "So then faith comes by hearing and hearing by the word of God" (which is the Gospel) Romans 10:17.

On the day of Pentecost 8,000 Jews heard Peter's Gospel and were born again by the word of God (which is the Gospel) 1 Peter 1:23.

Rom 8:1-4

1 There is therefore now no condemnation to those who are in Christ Jesus, who do not walk according to the flesh, but according to the Spirit.
2 For the law of the Spirit of life in Christ Jesus has made me free from the law of sin and death.
3 For what the law could not do in that it was weak through the flesh, God did by sending His own Son in the likeness of sinful flesh, on account of sin: He condemned sin in the flesh,
4 that the righteous requirement of the law might be fulfilled in us who do not walk according to the flesh but according to the Spirit.

Way too legalistic, as if Elohim "cannot charge" people for their sins, it has nothing to do with a legal transaction where you are supposedly "declared righteous forever" just because you were supposedly "chosen" out a population of sinners for no other reason than that you imagine it to be so. Moreover the answer is in your quote, however, for some reason you did not highlight that portion of the statement. Here it is again but with the last portion highlighted instead:

Psalm 32:2
2 Blessed is the man whom YHWH reckons not iniquity unto him, and in whose spirit there is no deceit.

Moreover there is also the final statement of the Psalm:

Psalm 32:11
11 Be glad in YHWH and rejoice, tzaddikim, (righteous ones), and shout for joy, all you who are upright in heart!

Answer to the thread from the Psalm itself:

1) Those in whose spirit there is no guile or deceit, (Psalm 32:2).
2) (All) those who are upright in heart, (Psalm 32:11).

UNBELIEVABLE. ROM 4:8 ACTUALLY says

New International Version
Blessed is the one whose sin the Lord will never count against them."

New Living Translation
Yes, what joy for those whose record the LORD has cleared of sin."

English Standard Version
blessed is the man against whom the Lord will not count his sin.”

Berean Study Bible
Blessed is the man whose sin the Lord will never count against him."

Berean Literal Bible
blessed is the man against whom the Lord will never reckon sin."

New American Standard Bible
"BLESSED IS THE MAN WHOSE SIN THE LORD WILL NOT TAKE INTO ACCOUNT."

Nowhere is 'IMPUTE' mentioned, or implied.

Hey belovednot, you mention rabbits a lot. Maybe you should eat more carrots, improve your eyesight.

Amen to all three parts !

God's Elect, Christ's Sheep, Chosen In Union with Him Eph. 1:4, never had any sin imputed to them as other people do. For they were already Blessed from Everlasting without them performing any action whatsoever, because all sin / iniquity they would ever commit in time was already laid upon their Surety Heb. 7:22 from Everlasting Is. 53:6: Declared not guilty: Absolutely Righteous based solely on the Work of Christ's Blood on their behalf.

Rom. 5:9-10

9 Much more then, being now justified by his blood, we shall be saved from wrath through him. 10 For if, when we were enemies, we were reconciled to God by the death of his Son, much more, being reconciled, we shall be saved by his life.

Rom. 8:1
There is therefore now no condemnation to them which are in Christ Jesus, who walk not after the flesh, but after the Spirit.

And their walking after The Spirit is the fruit of Non-Imputation of sin!

These are the same Blessed Ones here:

Mat. 25:34
Then shall the King say unto them on his right hand, Come, ye blessed of my Father , inherit the kingdom prepared for you from the foundation of the world:
