Those who "believe" the gospel are saved. And believing is not a function of a person's will. Instead, "faith" is based on the "evidence" which is found in the gospel which comes in the power of God :

"Now faith is the substance of things hoped for, the evidence of things not seen"
(Heb.11:1).​

A person cannot "will" himself to believe something which is lacking evidence which demonstrates that it is true.
