The Holy Spirit is only given to those who hear and believe the Gospel of Jesus Christ.
"O Foolish Calvinist, who has bewitched you, that you should not obey the truth, before whose eyes Jesus Christ has evidently been crucified among you?"
"Did you receive the Spirit by the works of the law (Because you did or became something) or by the hearing of faith?" (Hearing and believing the Gospel.) Galatians 3:2, 3.
On the day of Pentecost when Peter stood up and preached the Gospel for the very first time, Acts 2:32, 33. 8000 Jews heard the Gospel, believed the Gospel and were saved, Acts 2:41 also Acts 4:4. Some of those who heard and believed the Gospel had participated in the crucifixon of Jesus, Acts 2:36.
This is why Paul wrote, "So then faith comes by hearing, and hearing by the word of God" Romans 10:17. (Which is the Gospel.)

In the parable of the sheepfold, Jesus is the door to the sheepfold. If you want to get into the sheepfold you must go through Jesus Christ. This is why Jesus said, "I am the way, the truth, and the life, NO MAN comes to the Father but by me" John 14:6. many are trying to get into the sheepfold by predestination or works. Jesus said that those who try to get into the sheepfold some other way than by him are thieves and robbers, John 10:1.
