Revelation 13:11. NIV
The Beast out of the Earth
11 Then I saw a second beast, coming out of the earth. It had two horns like a lamb, but it spoke like a dragon.

The two horns represent the two aspects of the government; ( Horn = the strengths) America is a Republic with a Democratic process. The word "Lamb" is used as a parable to imply that that nation appears to be a Christian nation. The word "dragon" is used as a parable to imply that there is a Secret Society at the head of the government, and that it holds to things that are (Anti-Christ, or Anti-God.) Earth as a parable, being opposite of the parable “Sea;” it means that the nation came up out of a underpopulated land.
