From the context, that's clear. Why do you think that some thought that these Galilean fishermen were drunk?

Act 2:4 And they were all filled with the Holy Ghost, and began to speak[laleo-utter words] with other tongues[glossa- other languages], as the Spirit gave them utterance.

All of them (The people) were filled with the Holy Spirit and began to speak in {other / different}[tongues / languages] as the Spirit enabled them.

"Them" is the people. The verse does not say (The Apostles.) They were different peoples speaking in different languages.
