Politics: people and ideas? law?

Is politics about people and ideas? Can ideas be discussed in politics without discussing who (which people or person) might have those ideas?

Does law figure into a discussion of politics?

I understand religion and politics are often interrelated, but people probably have discussions about politics that do not involve religion.

When we think of law do we think of civil law or God's Law or both? In Israel is there civil law or just God's Law? What about the United States? Is there civil law here? What is civil law? Does this fall under the category of ideas that include being governed by law?

All laws have to have some moral basis, hence the direct tie to religion. Keep in mind that not all laws (such as we're seeing today in the US and throughout western civilization) have God's moral basis, but instead moral relativist mans'.
