The fact that you started something you weren't prepared to handle is as unsurprising as the President's fumbling of the visual/inspirational side of public response to disaster.

The fact is that no one was prepared for Katrina and the disaster underscored a need that would have been in play no matter who was in the White House. Bush made a similar political mistake in terms of appearing to be more concerned with his vacation than inspiring victims, but the fact is that he also signed off on relief measures in short order and was being informed of the ongoing situation as it developed, made preparations to visit the area as unobtrusively as possible. In short, outside of the response lessons learned and put into play after the learning lesson of Katrina, there isn't much difference between the two presidents in relation to the unfolding events.
Some of the problems Bush encountered were created by people around him, as when Cheney redirected power restoration to preserve smooth operation of an oil pipeline, slowing efforts at restoring power to a few hospitals in the area. That sort of thing.
