I believe S.D. Gordon said that. How true is it? How true is this passage I believe reflects the intent of the OP? Is it not a promise of reward that is subjected to the problem/issue of mans will?

"If ye be willing and obedient, ye shall eat the good of the land:
But if ye refuse and rebel, ye shall be devoured with the sword: for the mouth of the LORD hath spoken it". Isaiah 1:19-20 (KJV)

Obviously this has everything to do with the will of man and the necessity of it being united to the Will of God for it to be effective in the Earth for the salvation of those who would be saved. This presupposes God's need for sons through whom He will function.
