Reports from Cologne, France and England are pretty grim. In England, it has been illegal since 1984 to perform female mutilation, yet the medical data is saying that about 15 cases per day are now known to be occurring, without any arrests based on the 1984 law!
The German police are having to parent adult Syrian men on what kind of contact and actions are appropriate toward women.
