[Columbine High School has] so much money that they should be just an outstanding school and an outstanding organization. But because they have set up the system that allows teachers to retire from teaching and go to administration after 10 years, they have about 2.9 administrators for every teacher. In other words, the people who are qualified to teach have got out of the teaching and they just walk around with a notebook doing whatever, collecting money and not doing any work.
And the system is so top-heavy that it would fail even if it had some frame of decency that it wanted to teach. It would still fail, just because of the way the system is set up. But in this particular case, they just don't care.
