Gal 3:10
10 For as many as are of the works of the law are under the curse: for it is written, Cursed is every one that continueth not in all things which are written in the book of the law to do them.
This applies to everyone who seeks to be righteous before God by the works of the law, or by the will of the flesh. Many have attempted and are still trying to be in a right relationship with God by their law keeping or good works. If they be not of the Elect of God still unconverted, they are and will always remain under the curse of the law which shall evidence itself in conditional salvation based on what man does, or fails to do.
There has never been a law or a set of principles man must perform to receive righteousness and eternal life, Paul writes in Gal 3:21
21 Is the law then against the promises of God? God forbid: for if there had been a law given which could have given life, verily righteousness should have been by the law.
This would in fact nullified the need for Christ to come and die for His Peoples sins and establish Righteousness.
