But nestled in the FOPA bill was a restriction on the sale to civilians of full-auto weapons. These firearms could still be made by weapons companies, but they could be sold only to military units or law enforcement agencies.
What that means is that there are now zero full-auto weapons available for private purchase that were made after 1986. This supply issue has put a premium on the price, with costs ranging well into the $20,000 realm.
You may hear about so-called “full auto kits” that can convert a semi-automatic rifle into a full-auto one. Such kits do exist, but they fall under the same machine gun restrictions from the 1986 FOPA bill—meaning that the only people allowed by law to install those parts are those licensed by the ATF as machine gun manufacturers—and those firearms may not be sold to anyone other than a military or law enforcement agency.
The contention, if true, that the Las Vegas shooter used a full-auto firearm in his crime makes the act even more mind boggling than other tragic mass shootings. It means that the shooter somehow had access to extraordinarily rare and difficult-to-obtain weapons.

Have a clean record: Before buying a fully-automatic weapon, a person must pay a $200-dollar tax and register an application with the federal government. That means filling out a 12-page application, submitting fingerprints, and sending photos to the Bureau of Alcohol, Tobacco, Firearms and Explosives. Are you a felon? Are you or have you ever been committed to a mental institution? Are you a domestic abuser? Then good luck getting approval. Other than a few parking tickets, are you a citizen in good standing? Have a lot of patience: Every application apparently varies but the average time seems to be between 9 months and a year. The good folks at the ATF take their time because they make certain that applicants dot their I's cross their T's and are considered safe and responsible to own the fully automatic firearm.
Abide by local, state, and federal gun regulations: Assuming one has the record and the patience to pass the background check along with the actual cash to purchase the firearm, that person now finds themselves subject to a host of new regulations.
As the Free Beacon's Gutowski explains, the ATF registers the new fully-automatic gun owner. They notify local law enforcement of the name and address of the person who owns the firearm. And they strictly regulate the transportation of these weapons. If a civilian wants to cross state lines with their new purchase (say to attend the Big Sandy machine gun shoot in Arizona), they'll have to apply for permission.

Without naming Paddock, the terror organization said in a statement, via its news agency, that he “executed the operation in response to calls to target countries of the coalition.” In recent months, ISIS has claimed some attacks that were ultimately unrelated to their group: For example, the group claimed responsibility for a deadly attack on a Philippines casino that later turned out to have been perpetrated for financial motivations by a debt-ridden former public servant.
