Rom 8:29 only speaks of Salvation as in election. Nothing else.

In other words, God (the Father), the Son and the Holy Spirit does every thing that is necessary to bring salvation to each person 'believing', yet it is still up to man with that 1% free will to determine if He want to live with GOD for an eternity or NOT. Thus GOD has no power over death...
