The following link to Cornell's Law school cites the relevant law that Congress passed to stop all liability suits against vaccine manufacturers for vaccine injuries and death. Now, ask yourself if Congress was convinced to pass a law to stop the vaccine companies from being sued because of injuries and deaths just how safe are vaccines and how rare are the injuries and deaths. I'd say the liabilities were so severe they were going to bankrupt vaccine manufacturers. Why else make them not liable for the effects of their products?
