This is 100% untrue, Dave. Does NASA control the satellites that are launched by the Russians or the French or the Chinese? NASA has no such control. Where did you ever get that crazy idea? Most of the satellites that I have worked on have been launched out of French Guiana or Kazakhstan.

Dave, do you actually know what satellites look like? That is not any kind of satellite I have even seen. It looks more like student project or something. But that is certainly not a geosynchronous satellite. Also, I've watched the video about five times and I don't see any balloon.
