In Israel, someone who has recovered from the virus is considered to be immune, just like someone who has been vaccinated. I suspect that the WHO and CDC are trying to counter anti-vax propaganda by shifting their language. This can backfire, as we see.

They aren't 100% safe or 100% effective. Nobody claims they are. They are 99.999% safe and about 95% effective. Considering the very real danger from the disease, they are great! The demand that vaccines be 100% safe and 100% effective is unreasonable. We don't expect that from anything.

I think the strongest case can be made through the example of Taiwan. One can't claim that there is already natural immunity there, as they have had very few cases of COVID until recently.
