You must be saved to believe, God gives faith to believe when He saves you, otherwise the natural man doesnt seek God, nor understands God, hes lost.

Its done according to Gods sovereign will, He quickens whom He wills, and when He wills. Its only after being quickened to life can one believe. Otherwise we remain natural men and dead to God.
